7Celestial Dragons
The Celestial Dragons are the descendants of the kings who foundedthe World Governmentcenturies ago. They consider themselves to be above ordinary people and because of this reason, they don’t have any regard for the lives of others.
Over the course of the series, the Celestial Dragons have displayed obnoxious behavior, and they have gotten away with it most of the time. Charlos tried to murder Zoro just because he didn’t bow down and tried to talk to him. This is just one of the many occasions where the Celestial Dragons have shown their pettiness.
6Akainu
Akainu is a stern believer in “Absolute Justice,” and as thecurrent Fleet Admiral of the Marines, he has ensured that all the Navy follow it as well. He is an extremely powerful character, and there are only a handful of characters, who can compete with him.

During the Summit War, Akainu attacked any Marine who tried to run away. He went as far as to kill a nameless Marine, who was scared for his life. Akainu has shown that he does not like to entertain the views of others as he severely reprimanded Fujitora for his actions in Dressrosa.
5Dracule Mihawk
Dracule Mihawk holds the title of the “Strongest Swordsman in the World.” He wields Yoru, which is one of the twelve supreme-grade swords. Mihawk is known for his strength and so far there hasn’t been any instance where he has been injured. He was unfazed whenthe Shichibukai systemwas abolished and even smirked when the Marines arrived to capture him.
Surprisingly, Mihawk values his sleep a lot. During the Baratie arc, it was revealed that Mihawk chased Don Krieg and his fleet and destroyed all of them. According to Zeff, it was very likely that Mihawk attacked Krieg and his men because they might have disturbed his nap.
4Roronoa Zoro
Roronoa Zoro is a part ofthe Worst Generation, which makes him one of the two non-captain members, the other being Killer. Often Zoro is shown to be a serious character, who is on the lookout for strong opponents. His dream is to take the title of the “Strongest Swordsman in the World,” but there is still time before Zoro can claim the title for himself.

When Zoro arrived at Sabaody Archipelago, he unsurprisingly got lost and found himself on a galleon. After taking a nap and realizing that he was lost, Zoro sliced up the galleon and ruined the dreams of countless pirates who were on deck.
3Cavendish
Cavendish is the leader of the Beautiful Pirates and the captain of the first ship of the Straw Hat Grand Fleet. Formerly a prince of the Bourgeois Kingdom, Cavendish is accustomed to being the center of attention. Shortly, after becoming a pirate, Cavendish gained notoriety and was labeled a Super Rookie.
He was enjoying the attention, but after the rise of the Worst Generation, he was no longer in the spotlight. This caused Cavendish to harbor hatred against all the members of the Worst Generation to the point where he was ready to kill all of them. Due to his vanity, Cavendish hates when people ignore him while he’s talking. Blinded by his hatred, Cavendish will attack anyone without thinking about the repercussions.
2Orochi
Orochi is the current Shogun of Wano. He formed an alliance with Kaido years ago, in order to take down Kozuki Oden. From an early age, Orochi resented almost every person because they considered the Kurozomi clan a disgrace.
As he grew up, Orochi became blinded by greed. Once he came into power, he made sure that no one would ever speak ill of him. Orochi’s pettiness caused him to kill any person who offended him and after getting rid of them, he would usually blame it on someone else.
1Big Mom
She is the captain of the Big Mom Pirates andholds the title of Yonko. Big Mom is an outrageously powerful character, who is capable of going toe-to-toe against Kaido, who is considered to be the “Strongest Creature Alive.” Big Mom is an extremely selfish individual, who only cares about her own ambitions. She only arranged Pudding’s marriage to the Vinsmoke Family because she wanted to get her hands on their technology.
Big Mom has a sweet tooth and if she is not given food, she spirals out of control. Big Mom’s rage is extremely dangerous as seen during the Whole Cake Island arc, where she was attacking everyone because the wedding cake was destroyed. If Sanji had not made the cake, the Straw Hat Pirates would have died.
