In an interview with IGN, developer Dan Vondrake explains that the team chose the Cold War due to its intrigue and history.Call of Duty: Black Ops Cold Waris built ontop of a pile of declassified documentsthat gave the entire game a realistic feel despite being a fictional tale. With the first game taking place in the 1960s, the 1980s was close enough to give a similar feeling to players as they had in the firstCall of Duty: Black Opstitle. The intrigue of the era opened the door for puzzles, riddles, and a whole new look at how aCall of Dutytitle could be designed.

Still, it is important that the developers did not invalidate the work already done intheCall of Duty: Black Opsfranchise. Vondrak explains that they wanted to respect the history of the previous games, so it seemed natural to design it as a sequel to the first as it could hold reutrning characters in new stories.
